e-Procurement Bidding Roadmap & Portal Workflow

1

Bidders must register on the Central Public Procurement Portal (CPPP) or GeM 4.0 portal using a valid Class-III Digital Signature Certificate (DSC) to access tender documents and submit bids online.

2

Attend the pre-bid clarification meeting on the scheduled date to submit queries regarding recruitment criteria, qualification parameters, and service level agreements, which will be addressed via formal corrigendum.

3

Submit online bids in a two-cover system: Cover-I containing technical credentials, statutory compliance, and EMD; Cover-II containing the financial bid in the prescribed Excel BoQ format.

4

Financial bids of only the technically qualified bidders scoring minimum benchmark marks will be opened online, and the lowest responsive bidder (L1) will be identified based on total cost.

5

The Coop will issue a Letter of Award (LoA) to the successful L1 bidder, who must submit the PBG and sign the formal contract agreement within fifteen days.

Technical Qualification Matrix & Due Diligence Standards

Financial Safeguards, EMD & Performance Security Guarantees

The estimated contract valuation for the Coop Manager Recruitment service is pegged at INR 50,00,000. In strict compliance with GFR 2017 Rule 170, the Earnest Money Deposit (EMD) is set at 2% of the estimated value, amounting to INR 1,00,000, payable via Demand Draft or Bank Guarantee. The successful bidder must submit a Performance Bank Guarantee (PBG) of 3% of the contract value (INR 1,50,000) within 15 days of the Letter of Award, valid for 60 days beyond all contractual obligations. A non-refundable tender document fee of INR 1,180 (including 18% GST) is mandated for non-exempt bidders. To ensure timely execution, a Liquidated Damages (LD) clause will be enforced at 0.5% of the delayed service value per week of delay, capped at a maximum of 10% of the total contract value, after which the Coop reserves the right to terminate the contract.

General Conditions of Contract (GCC) & Integrity Compliance

The contract is governed by the General Conditions of Contract (GCC) in alignment with GFR 2017. Any dispute arising under this contract shall be resolved through amicable mutual discussions, failing which it will be referred to sole arbitration under the Indian Arbitration and Conciliation Act, 1996, with the venue at the Coop's headquarters. Milestone-based billing will be processed upon successful placement and verification of managers. A Defect Liability Period (DLP) of six months applies to recruitment replacements. Bidders must execute an Integrity Pact to ensure transparency, preventing any corrupt, collusive, or coercive practices during procurement.
