| Evaluation Benchmark | Mandated Technical & Financial Covenant |
|---|---|
| Statutory Benchmark | Bidders must demonstrate a minimum average annual financial turnover of at least 30 percent of the estimated contract value during the last three consecutive financial years, supported by audited balance sheets and profit-loss statements. |

Financial Safeguards, EMD & Performance Security Guarantees
The procurement for Auditonline N/A Recruitment entails a stringent commercial framework aligned with GFR 2017 and GeM guidelines. The estimated contract valuation must be realistically benchmarked against market rates for recruitment services. An Earnest Money Deposit (EMD) of 2 percent of the estimated value is mandated to deter frivolous bids, payable via demand draft, banker's cheque, or bank guarantee. Upon award, the successful bidder must furnish a Performance Bank Guarantee (PBG) ranging from 3 to 5 percent of the total contract value to secure faithful performance throughout the execution and defect liability periods. Tender document fees, if applicable, remain strictly non-refundable. To mitigate project delays, a robust Liquidated Damages (LD) clause is enforced, levying 0.5 percent of the delayed milestone value per week of delay, capped at a maximum of 10 percent of the total contract price, ensuring strict adherence to timelines.
General Conditions of Contract (GCC) & Integrity Compliance
Contract compliance is governed by the General Conditions of Contract (GCC) of Auditonline. Any disputes arising out of or in connection with the contract shall be resolved amicably; failing which, they shall be referred to sole arbitration under the Indian Arbitration and Conciliation Act, 1996, with proceedings held in English and the venue located at the procuring entity's headquarters. Payments shall be disbursed through milestone billing linked to verified recruitment deliverables. A Defect Liability Period (DLP) of twelve months applies to all deployed personnel and process outputs. Furthermore, an Integrity Pact shall be executed for transparency.
Procurement & Bidding FAQs — Auditonline N/A Recruitment
Unless explicitly stated otherwise in the Special Conditions of Contract, Joint Ventures and Consortiums are generally discouraged for service contracts of this nature to ensure single-point accountability. Prime bidders must fulfill all technical and financial criteria independently.
The EMD Bank Guarantee must be issued by a scheduled commercial bank in India, drawn in favor of Auditonline, and must remain valid for a period of 45 days beyond the final bid validity period of 180 days.
Bids submitted must remain valid and open for acceptance for a minimum period of 180 days from the scheduled date of technical bid opening. Any request for extension by the procuring entity must be concurred in writing by the bidder.
Fixed pricing applies for the duration of the initial contract. Price variation may only be considered if the contract is extended beyond its initial tenure and is explicitly linked to statutory minimum wage revisions notified by the government.
Bidders must secure a minimum technical score of 70 marks out of a total 100 marks under the Quality and Cost Based Selection (QCBS) or Quality-Based evaluation matrix defined in the Request for Proposal to qualify for the commercial bid opening.
Registered MSEs having Udyam registration certificates explicitly covering recruitment services are exempted from paying EMD and tender document fees, but they are not automatically exempted from submitting the Performance Bank Guarantee unless specified.
