e-Procurement Bidding Roadmap & Portal Workflow
Bidders must register on the Central Public Procurement Portal (CPPP) or GeM 4.0 using a valid Class-III Digital Signature Certificate (DSC) and enroll in the specific tender ID.
Submit queries online and attend the pre-bid clarification meeting at the Coop headquarters to address doubts regarding the director's selection criteria, evaluation matrix, and terms of reference.
Submit the technical and financial bids simultaneously in a two-cover system, ensuring the technical cover contains EMD, credentials, and methodology, while the financial cover remains sealed.
Technical bids will be evaluated first; thereafter, the commercial Bill of Quantities (BoQ) of only the technically qualified bidders will be opened online for financial evaluation and L1 determination.
The Coop will issue a Letter of Award (LoA) to the successful L1 bidder, who must submit the Performance Bank Guarantee and sign the contract agreement within fifteen days.
Technical Qualification Matrix & Due Diligence Standards
Bidders participating in Coop Director Recruitment must satisfy the multi-tiered technical, financial, and statutory qualifying covenants detailed below:
| Evaluation Benchmark | Mandated Technical & Financial Covenant |
|---|---|
| Statutory Benchmark | Average Annual Financial Turnover of the bidder during the last three financial years (FY 2020-21, 2021-22, 2022-23) must be at least 30% of the estimated contract value, certified by a Chartered Accountant with a valid UDIN. |
| The bidder must have successfully completed similar executive recruitment or leadership search projects for Board-level or Director-level positions in PSUs, Government Bodies, or Cooperatives during the last 7 years | three projects of 40% value, two of 50% value, or one of 80% value. |
| Statutory Benchmark | The bidder must possess valid statutory registrations including GSTIN, PAN, EPF, ESI, and a valid Labor License, along with a self-declaration of not being blacklisted by any Government or Cooperative entity. |
| Statutory Benchmark | Micro and Small Enterprises (MSEs) and Startups registered with DPIIT are exempted from paying EMD and prior tender fee under Rule 170 of GFR 2017, subject to meeting the core technical capability requirements. |
Financial Safeguards, EMD & Performance Security Guarantees
Contract valuation for the executive search and recruitment of the Coop Director is estimated based on professional service fees. In compliance with GFR 2017, the Earnest Money Deposit (EMD) is pegged at 2% of the estimated tender value, payable via Demand Draft or Bank Guarantee, with exemptions for registered MSMEs. The successful bidder must submit a Performance Bank Guarantee (PBG) of 3% to 5% of the contract value within 15 days of the Letter of Award (LoA), valid for 60 days beyond all contractual obligations. A non-refundable tender document fee of INR 1,500 is applicable for non-MSME bidders. Liquidated Damages (LD) for delays in submitting the final shortlist or completing the recruitment process will be levied at 0.5% of the contract value per week of delay, capped at a maximum of 10%, after which the Coop reserves the right to terminate the contract at the risk and cost of the service provider.
General Conditions of Contract (GCC) & Integrity Compliance
The contract is governed by the General Conditions of Contract (GCC) in alignment with GFR 2017. Dispute resolution will be conducted through amicable settlement, failing which matters will be referred to sole arbitration under the Indian Arbitration and Conciliation Act, 1996, with the venue at the Coop's headquarters. Milestone-based billing is structured against deliverables: 20% on draft profile approval, 40% on shortlisting, and 40% on final selection. A Defect Liability Period (DLP) of six months applies to ensure candidate retention. Bidders must sign an Integrity Pact to prevent corrupt or collusive practices during the procurement and execution stages.
