e-Procurement Bidding Roadmap & Portal Workflow
The bidder must obtain a valid Digital Signature Certificate (DSC) and complete mandatory registration on the GeM portal to participate in the IILM recruitment tender process as per procurement guidelines.
A pre-bid clarification meeting will be conducted to address technical queries, scope ambiguities, and eligibility concerns, ensuring all prospective bidders have a uniform understanding of the recruitment requirements.
Bidders must submit a two-cover system comprising a technical bid containing credentials, compliance documents, and an EMD, followed by a separate financial bid containing the price schedule.
The technical bids are evaluated against pre-defined criteria; qualified bidders proceed to the commercial BoQ opening, where the lowest responsive bidder (L1) is identified for potential contract award.
Upon successful evaluation and financial approval, the procuring entity issues a formal Letter of Award (LoA) to the L1 bidder, initiating the contract execution and service level agreement phase.
Technical Qualification Matrix & Due Diligence Standards
Bidders participating in Iilm Rules Recruitment must satisfy the multi-tiered technical, financial, and statutory qualifying covenants detailed below:
| Evaluation Benchmark | Mandated Technical & Financial Covenant |
|---|---|
| Statutory Benchmark | The bidder must demonstrate an average annual financial turnover of at least 30% of the estimated contract value during the last three consecutive financial years, supported by audited balance sheets. |
| Statutory Benchmark | The bidder must provide proof of successful execution of at least one similar recruitment or human resource service project for a government or reputed private entity within the last five years. |
| Statutory Benchmark | The bidder must possess valid statutory registrations including GSTIN, PAN, EPF, ESI, and a valid Labor License under the Contract Labour (Regulation and Abolition) Act to ensure full legal compliance. |
| Statutory Benchmark | In accordance with Rule 170 of GFR 2017 and the Public Procurement Policy, MSMEs and recognized startups are eligible for exemptions regarding EMD submission and prior turnover experience requirements. |
Financial Safeguards, EMD & Performance Security Guarantees
The contract valuation for IILM recruitment services must be determined via a detailed market survey to establish the Estimated Tender Value (ETV). In alignment with GFR 2017, an Earnest Money Deposit (EMD) of 2% of the ETV is mandatory to ensure bidder seriousness, though MSMEs may be exempted under Rule 170. A Performance Bank Guarantee (PBG) ranging from 3% to 5% of the contract value is required from the successful bidder to secure performance obligations. Tender document fees are generally waived on GeM, but if offline, they remain non-refundable. Liquidated Damages (LD) are strictly capped at 0.5% per week of delay, with a maximum ceiling of 10% of the total contract value. These parameters ensure financial discipline, mitigate risks of non-performance, and maintain fiscal accountability throughout the recruitment lifecycle, ensuring the procuring entity is protected against potential service delivery defaults.
General Conditions of Contract (GCC) & Integrity Compliance
The contract shall be governed by the General Conditions of Contract (GCC) and the Indian Arbitration and Conciliation Act, 1996, for dispute resolution. Payments will be processed based on milestone-based billing linked to successful candidate onboarding. A Defect Liability Period (DLP) of six months will apply to recruitment quality. An Integrity Pact is mandatory for high-value contracts to ensure transparency and ethical conduct. All services must adhere to the specified Service Level Agreements (SLAs), with non-compliance triggering penalty clauses. The contract remains subject to audit by the internal and external financial authorities of IILM to ensure absolute fiscal transparency.
Procurement & Bidding FAQs — Iilm Rules Recruitment
Unless explicitly stated in the tender document, JVs are generally discouraged to ensure single-point accountability for recruitment quality and statutory compliance.
The EMD Bank Guarantee must be issued by a scheduled commercial bank in the prescribed format provided in the tender document, valid for at least 45 days beyond the bid validity.
The bid validity period is typically 90 to 180 days from the date of technical bid opening, during which the bidder cannot withdraw or alter the offer.
Recruitment service contracts are generally fixed-price contracts; therefore, Price Variation Clauses are typically not applicable unless the contract duration exceeds two years.
Technical evaluation is based on a pass-fail criteria against the defined eligibility standards; however, if a Quality and Cost Based Selection (QCBS) is used, marks are assigned for experience and methodology.
While MSMEs are often exempted from EMD, they are generally required to submit the Performance Bank Guarantee to ensure the security of the contract performance.
