7th Central Pay Commission (CPC) Compensation Structure
The PhD positions at IIT Roorkee (IITR) are funded through Institute Assistantships or external agencies (CSIR/UGC/DST). As per the latest DST OM, a Junior Research Fellow (JRF) receives a consolidated monthly fellowship of Rs. 37,000/- for the first two years, which upgrades to Rs. 42,000/- as a Senior Research Fellow (SRF). While standard 7th CPC elements like Dearness Allowance (DA at 53%) and Transport Allowance (TA) do not apply to academic fellowships, House Rent Allowance (HRA) is paid at 9%, 18%, or 27% (Class X/Y/Z cities) depending on the host institution's location. For IIT Roorkee (Class Y), HRA is 18% (Rs. 6,660/-), bringing the Gross Monthly Fellowship to Rs. 43,660/-. Since fellowships are exempt from income tax under Section 10(16) of the IT Act and do not attract NPS/PF deductions, the net in-hand monthly stipend remains Rs. 43,660/-.
Statutory Reservation & Age Relaxation Guidelines
IIT Roorkee strictly adheres to the Government of India and DoPT guidelines for PhD admissions. Vertical reservations are enforced with 15% seats for SC, 7.5% for ST, 27% for OBC-NCL, and 10% for EWS candidates. Age relaxation for national fellowships (like CSIR-UGC JRF) is granted up to 5 years for SC/ST/PwBD/Women and 3 years for OBC-NCL. PwBD candidates receive a horizontal reservation of 5%. Furthermore, all female candidates and PwBD applicants are eligible for a 50% concession on the application fee, promoting gender diversity and inclusivity in higher research.
