7th Central Pay Commission (CPC) Compensation Structure

The Junior Research Fellow (JRF) position at the National Centre for Earth Science Studies (NCESS) is governed by the Department of Science and Technology (DST) guidelines rather than the standard 7th CPC Pay Matrix levels. Under the latest DST OM, a JRF receives a consolidated monthly fellowship of Rs. 37,000/-. In addition to this basic fellowship, House Rent Allowance (HRA) is provided as per Central Government norms. For Thiruvananthapuram (classified as a Class Y city), HRA is applicable at 20%, amounting to Rs. 7,400/-. This brings the Gross Monthly Salary to Rs. 44,400/-. Since JRFs are fellowship-based positions, they are exempt from standard NPS or PF deductions, meaning the in-hand net monthly estimate remains approximately Rs. 44,400/-. No Dearness Allowance (DA) or Transport Allowance (TA) is admissible, but contingency grants are provided annually to support research activities.

Statutory Reservation & Age Relaxation Guidelines

In accordance with the Department of Personnel and Training (DoPT) guidelines and Ministry of Earth Sciences mandates, NCESS implements statutory reservations for SC, ST, OBC (Non-Creamy Layer), EWS, and PwBD candidates. Age relaxation is granted up to 5 years for SC/ST, 3 years for OBC, and 10 years for PwBD candidates. A 10% vertical reservation is allocated for the Economically Weaker Sections (EWS). Women candidates are exempted from paying application fees and receive age relaxation as per DST norms, ensuring equitable opportunities and promoting gender diversity in scientific research cadres across the institute.
